OP, you need to stay firm on what you said first time around. Your dd wants and needs to know you mean what you say and will Protect her. If you give in this easily, this poor child will have a horrible future. She either wears the original dress you bought or no costume. And pays you for that unworn dress.

Op here. She wore bike shorts similar to this under her skirt. And a tight long sleeve top. Thankfully with that top it didn't look trashy even if the length of the skirt is not something I like.
