There’s an ice sculpture thing at national Harbor. My cousin did with her daughter and a few friends. Then they went to dinner and spent the night.

What do you mean that a few people can’t make it to the create your own scent in Georgetown?

My daughter did the shopping thing once and it was a huge hit. We gave each girl $25 and chose some shops in Georgetown. The rule was I did not give a penny extra but they could of course borrow from each other if they needed a little more. Bonus was that Sephora will hook them up with free samples if they ask. Super fun and lots cheaper per person that most of the other place mentioned.

DD’s friends are still doing slime parties, baking, laser tag, ice skating, sleepovers/movie nights. Don’t overthink this.

Painting party - they made wooden signs for their rooms with stencils. Board and Brush or AR Workshop

Rented a skating rink - very small - they picked the music beforehand and they had pizza and food from the concession stand

Sewing/crafting party - they made tote bags with fabric they picked and they learned to make homemade greeting cards
it was at a maker space

Cookie decorating and cupcake decorating - - this was done at our home with a local baker showing them decorating tricks

Agree she is old enough to plan if she’s being picky.
Have you considered movie and dinner? Not novel, but usually appeals to everyone.

In 5th grade I had a screen printing party for about 20 girls. They made screen prints on paper and then made tote bags. Was a lot of fun. Sorry we weren’t DC area then, but someplace like this:
