Subject: Can we understand & debunk why MCPS thinks the program changes need to happen at the same time boundaries change?

Most colleges won't force you to declare your major when you enter, but Maryland force a high-schooler to do so, and MCPS is using the regional model to comply with it under the disguise of attractive names and a claim for equity and academic rigor.
It’s near impossible to get into UMD in some majors and even their camps so without the courses.

You are exaggerating this by a lot. No, Maryland is not forcing high schoolers to declare a major!

Not 6 programs in 6 regions. It's 47 programs in 6 regions, 27 of which are brand new. Among them the new STEM, Humanity and maybe Leadership programs are academic related. The rest are CTE driven. Don't be surprised that visual and performing arts are marked as "criteria-based", and bioscience sounds awesome. The course settings there are for the purpose of giving you a certificate.
The problem is there will only be a few slots in each school for other students so if you aren't zoned for the right school you are out of luck depending on the school you are at.
MCPS will not allow you to pay for private classes except a few AP, nor do an independent study.

The state of maryland has come up with new guidelines for schools. MCPS needs to get in compliance.
