There are actually police that park their patrol car every other block with trunk open, full of candy. They sit outside car and chit chat and keep an eye out. Older kids are redirected to firehouse, where they can help give out candy or learn about fire fighting or prevention.
Does this town also ban rock and roll and dancing too? Is there a gruff minister behind it all? Sounds like a kid from Chicago needs to move there and shake things up. Perhaps by winning a tractor game of chicken and through his irrepressible charm.
