Yes and no and also let me expand on your idea.
Intelligent people don't care about sartorial trends, across all socio-economic classes. But a lot do it anyway in some circles, because they see a net benefit (social or economic) to following a narrow and transient set of values. The ones that are most susceptible to caving to such pressures belong to the middle class. They are the most tied to their jobs, and professional networks, which are usually also their friend networks, and stand to gain the most by conforming, and lose the most if they don't. The indigent and the very wealthy, as you said, don't have so much to gain or lose by being more individualistic.
And this applies not only to clothes but to morals as well. What we think of as "morality" is only a set of values imposed by society so the population can achieve greater conformity and therefore stability and success. In modern times, since we don't have absolute monarchs or many dictatorships, it is generally perpetrated by the middle classes, for the reasons stated in my first paragraph. The very poor and the very rich often do not care, and can more easily evade reprobation and social consequences.
