OP clearly stated that pot is legal in the state where this happened. No reason to call police but alerting the front desk is definitely warranted in the situation.
Pot being legal in a state is irrelevant. The hotel, if it's any reputable chain, will have explicit no smoking rules unless it's one of those few exceptions where smoking is allowed and it would only be in specific rooms/wings. Check the language the next time you book a hotel room, there's always references to no smoking policies and what happens if smoke is discovered. It always involves significant cleaning charges.
I was a cigarette smoker for a while and even during those years and doing plenty of business travel, I never smoked inside hotel rooms. Only jerks would do it.
True. That smell lingers. Its awful to check in to a hotel room.and realize someone was smoking.
I probably wouldn't even mention pot I would just tell the front desk you noticed your hallway neighbors smoking.

I'd call the front desk. I don't really care how they handle it with the smokers but at minimum I'd want my room changed and an upgrade or some points for the inconvenience. I don't care what people smoke but I shouldn't have to smell it.

I would not want to punish them. I would just want them to stop smoking in the indoor space we share . . . not a big ask given that it's prohibited.

No decent hotel allows smoking regardless of whether it's pot or cigarettes or anything else in their rooms. OP is justified in wanting to report it. I don't care if you think it's NBD, nor do I care if the smokers are fined hundreds or thousands of dollars. It's explicitly stated in the hotel rules no smoking, same with airlines, so no excuses.
