People dramatically overestimate the weather differences. You need to go much further south to get a marked difference in the weather.

Not true. Visited them back to back in late March. Penn was cold and dreary - kids still trudging to class in their LL Bean winter gear. Duke was bright and sunny with flowers blooming, girls in sundresses, basketball enthusiasm. This is made even more clear by the beautiful campus at Duke with quads, gardens, green spaces, consistent architectural feels on both campuses, etc. vs. urban Penn which has areas that feel like cold war Russia.
Plenty happening on campus at Duke that you don't need a city. And the Triangle provides enough activity to be sufficient.
