Wins/losses affect rankings. And, wins/losses determine tournament winners.
Maybe your kids team doesn't win so it doesn't meant that much to you.

The coaches, docs, and owners already know that this club cheats to win. The parents on the teams with "guest players" playing down on fake cards also are 100% aware of what's going on.
Over time poor decisions and poor management will tank the club. I know of multiple parents that refuse to let their kids play there. I think this is what everyone is banking on.

Same answer for regular season games? Ideal for 9v9 is 2 subs and (you really want to maximize all playing time for all kids and keep numbers low). Ideal for 11v11 is 3 subs for regular season u13-u15 and 4 subs for u16-u19. You really want all players playing at least half the game for developmental reasons.
Do you think it is more about lower track coach wanting to win or could lower being told to do to give playing time to upper kid that that is otherwise benched on Upper team? --Both of those things can be true. Some clubs do think about giving upper team players more playing time (for developmental reasons) and guest play them on lower teams. Ideally, guest players should come from lower level teams and guest play up. But if the lower level team requires a lot of help, then playing players down to help occurs often.
