Schools that size usually use merit aid to attract students that they otherwise would have a hard time attracting.
Carleton only has 1 merit aid scholarship and it’s $2k for NMSF. So much for “hard time attracting.”
A lot of selective schools don't offer any merit at all because they don't have a hard time attracting any group.
"Hard time attracting" usually refers to URM, first gen students, athletes, or a student with stats way above their usual attendees.
