Enterprise was previously displayed at NASA's Kennedy Space Center in Florida prior to it being donated to the Smithsonian Institution in 1985. Before arriving at the Intrepid, Enterprise was exhibited at the Smithsonian National Air and Space Museum's Steven F Udvar-Hazy Center in northern Virginia for eight years. It was moved to New York City after shuttle Discovery inherited its place in the National Collection.

The Udvar-Hazy Air & Space Annex at Dulles is essentially DC. Hair-splitting only makes you look stupid.
The space shuttle Enterprise is in NYC aboard the Intrepid aircraft carrier museum on the Hudson River.
So yes, there are shuttles on display in DC and NYC.
And neither city has any really meaningful connection to the shuttle program. I’m sorry your obstinance and hatred of anything Trump keeps you from seeing that. The shuttles belong in places relevant to the shuttle program.
