Ummmm…the top of NVSL is all AA-AAAA swimmers. My child is AA, and the highest she has been ranked is 3rd this year. On her same age relay alone, there is one AAAA, one AAA, my daughter (AA, cusp of AAA in one event), and the lone non-club swimmer whose times are BB. Just click on “Leaders” in mynvsl and select any age group/gender/event 9-18, and then look at the same swimmer in MySwimIO. Shoot, our team’s best 8 year old is a AAA swimmer in some events.

Yes, this is why it is sometimes hard for swimmers on the bubble for All-Stars to know which events would be their best shot. There are hosts of swimmers who haven’t even swum some events in A meets all summer (so their times are not in mynvsl), but will absolutely pick that event for divisionals. (And knowing who will swim IM is a crapshoot, at least in NVSL.) For anyone whose child is in this predicament, I highly recommend you cross reference club times in one of the databases too.
Don’t the coaches pick the lineup for divisionals? The swimmers don’t choose.

That's why the RMSC club swimmers strutting around summer league are so annoying. You can go look them up few of the RMSC swimmers are even A. The reason the Rays are so strong is that those swimmers don't get invited to better competitions.

Similar, from another MCSL team. You can swim in freestyle in a B meet if you swam it in an A meet but were not one of the top three finishers for our team. For other events, you cannot swim them in the B meet if you scored a point in the preceding A meet, so the only way you can swim the same events is if you finish last in your event. We often have kids who only swim A meets come and cheer at the B meets so ours are fun, too.
I'm glad we're not in NVSL. I think it's poor sportsmanship to allow a kid who scores points in an A meet event to swim that same event at a B meet.
You can't in NVSL either. But only top three swimmers score points in A meets, so 4th and 5th could race again in addition to 6th.
