I mean it depends how cool you need it to be. 70s or low 80s with no humidity or you need somewhere not bright sun and 60s? If the latter you really just need to go somewhere where it's not summer 
Otherwise Canada of course makes sense but even QC would be into to high 70s. You would need to really go to Scandinavia.
