The homeowner was crowdsourcing who the owner might be. Claimed he has no idea and had never seen the dog being walked by anyone.

Renters don't care about the neighborhood or their reputation. They actually tend to hate everyone they live around because they're jealous of homeowners, so trashy, passive-aggressive behavior like this is par for the course. And they have no shame because they're only there for 6 to 12 months max or before they're evicted for nonpayment. Corp-owned and out of town if not out of state small time slumlords don't give a damn who they rent to or how they behave as long as the rent checks clear.

In his shoes, I’d find out who the owner is. Then I’d scoop the poop and fling it onto their doorstep. I’d do this as many times as it took. I’d also look into any ordinance requiring owners to clean up their dog’s poop.
