Bust and hips have a huge impact on your dress size and while they can fluctuate with weight, everyone has a floor on those measurements and you are never going to fit a size that requires a smaller bust or narrower hips. So there are a lot of women for whom a size 6 may be their lowest possible size because absent a breast reduction or other surgery, they will never be small enough in their boobs or hips/butt to fit a smaller size.

ScarJo is probably a size 6. Also Tina Fey probably sits around there as well, especially now (I'm sure she was a 2/4 when younger). Blake Lively is an example of a tall size 6ish woman, as is Taylor Swift (obviously being tall will make a size 6 look leaner). Jennifer Lawrence is a classic, perfectly proportioned size 6 (when not pregnant as she currently is). Brooke Shields is another tall size 6. Reese Witherspoon is a short size 6 (again, perfect proportions). Eva Mendes looks size 6-ish to me.
Some of these women might go up to an 8 when postpartum or in menopause, some might be able to diet/exercise down to a 4, but I think they all sit around a size 6 most of the time a fit but not starved weight.
I think Reese was a size 2 most of her life. Maybe she’s a size 6 now that she’s in her late 40s, but I’m not totally convinced.
