This seems likely. They weren't sure how yield would go, so admitted fewer, with a plan to go to the waitlist.
Last year (class of 2028) Brown admitted 2521 kids between ED and RD (898 + 1623).
This year (2029) they admitted 2417 kids between ED and RD (906 + 1511).
So last year the admitted 104 more kids prior to even going to the waitlist.
Then last year they took 118 off the waitlist.
So for whatever reason they appear to have chosen to under admit this year and use the waitlist.

I've now heard of 3 people who've gotten into Brown this week off WL. And Duke is moving too. And Rice and UChicago.....
Why so early? Are families concerned with the high price tags?
Seems like some first mover behavior to beat the other waitlists.
But admitted students have until May 1st to decide so they could get caught with admitting too many students.
They might already have students declining which has opened up enough spots for them to feel comfortable admitting from the waitlist.

DP. Prior to May 1, colleges have a sense of what their yield is looking like by tracking and comparing the current rate of enrollment deposits compared to prior years. Enrollment management consultants are paid handsomely to help them with this tracking.
Brown typically does not move its WL until after May 1, so that is presumably why they told that to WL students. But, every year is different.
