Schedule appointments with them and give them fake addresses like a library or police station.otherwise social media reviews are the best way to retaliate.

Dc proper. I walked into the station with her and because work was finished they said it’s a civil issue. The gutters have already fallen off the house and I’m paying a licensed gutter company to redo it.
This is how they "lower" crime in the big city: refuse to write thousands if not tens of thousands of incident reports every year.

DC does not release mugshots, where did the burglaries take place?
I’d contact the DC Office on Aging and talk about fraud and burglary concerns, perhaps they have a contact in DC AG’s office. DC does not have a District Attorney.
The billboard is not likely to accomplish much and could backfire. I’d get legal advice to be sure it can’t be considered harassment in DC since DC stopped releasing mugshots decades ago.

I think it is less effective than leaving bad reviews online. Someone from DC is not going to move based on a billboard. The review method involves more work but will have more reach. Also try contacting DC Office on Elderly and AARP to see if they may be of help. Also contact her Councilmember and At Large members and talk up risk of scam to elderly.

How about posting the mugshot on nextdoor?
Pretend you are a prospective customer doing your diligence.
No one is going to pay attention to your billboard.

You should go to the District Attorney's office and speak to somebody there. Yes it is civil, but it is also criminal and if the prosecutor has the will to pursue the case, they can. If there have been a number of victims in this community, it IS something the prosecutor should be concerned about.
Cops don't know the whole law - even though they always think they are smarter than lawyers.

Yes, cops are for criminal behavior not civil.
