If a police officer orders you to step out of the vehicle, you are legally required to cooperate. The police can tell someone to step out of their car for any reason. There is Supreme Court case law (Pennsylvania v. Mimms, 1977) that gives cops the authority to do this. Any decent lawyer with half a brain would tell someone that’s been pulled over to cooperate with the police and not resist. If a police officer tells you to step out and you refuse, you will be forcibly removed from the vehicle and arrested. If you roll up the window, they will break it open and proceed to arrest you. Needless to say, if you’re pulled over and told to step out of the car, just do it. The place to argue is the courtroom, not the side of the road. Noncompliance won’t get you anywhere but jail.
That is only partially correct. During what is known as a Terry stop, the police can order you to leave the vehicle, and you must. However, a prerequisite is that the have to stopped and detained you legally first. They cannot pull you over without probable cause, which is reasonable articulable suspicion (RAS) that you have committed a crime, are currently committing a crime, or are about to commit a crime. So if there was no RAS of a crime, then there was no legal Terry detention. Then they cannot order you out of the car. Then the entire thing is a violation of the 4th Amendment.
