It's more than just that- there are too many flights overall. DCA was never meant to accomodate that much traffic.
Increased DCA traffic is not what's causing the near misses. It's excessive military flights.

I have respect for them when they do. Also I note that most people who enlist do so because they have no other option. It's supposed to be honest work, and, when push comes to shove... how shall I put it... government-sanctioned violence against what you hope are genuine enemies (instead of random targets announced by deranged civilians).
But here I'm prepared to recognize that there are added layers of difficulty in a crowded piece of sky with lots of moving parts. So it's not all the fault of military pilots.
