My 10.25 year old is 4 feet 2 inches and weighs 54 pounds. She is small but so is her best friend. I was always very small as well so she comes by it honestly.

I got pregnant when I was around 100 lbs and in my 20s and I am 5'4" and a bit over. Clearly, my weight had nothing to do with being in puberty!

OP: late bloomers tend to grow taller so I wouldn't worry.
My 9.5 DD is 85 lb 4'8" and on the early side of development. You know puberty starts with invisible hormone changes, followed by breasts and menstruation. My DD is already in stage 2/3 of breast development and on track to get her period right around when she turns 11. We have seen an endo regularly as we were worried about early puberty and she says this is all in the normal range.
The typical formula is to add the mother's height to the father's height subtract 5 inches for girls and divide by 2. By this formula my DD should be 5'4.5" but the endo says because of her early development she is expected to be just 5'2".

I don't know where you got that info, but your info about needing to be closer to 100lbs to reach puberty is NOT accurate!

Your daughter is just about 50th percentile for weight which is average. 50% of people are bigger, 50% are smaller. That is nothing to be concerned about! Kids develop at different rates. My kid is a "late" bloomer--just got breast buds at 11.5 years old--but that still normal. We don't eat any dairy with hormones. That could play a role...

My 10 year old is 4'2" and 52lb last check, she was under 3% when she started growth hormone treatment a couple months ago. One of her close friends is on the other end of the charts - a foot taller and weighs more, she started her period at 9. As when they were toddlers, there's a wide range of normal for hitting milestones. It wouldn't hurt to keep an eye on her growth since she's falling in percentages, maybe do a mid-year height check. But at this point, I wouldn't stress about it.

My daughter turns 10 next month and is 70 lbs. Haven’t measured her height recently but she’s usually around the 50th percentile, so average height.

This! I mean many women have adult weights around 100-110 lbs (myself and lots of women in my family). I dont find being petite particularly correlates with when you go through puberty at all within my household experience of 3 various framed teens.
