I've seen teens dealing drugs at that location too, but cops normally leave them alone.

This is how the Mayor promotes increased crime.

Of course. The police, many of whom are black, have nothing better to do than to randomly arrest young black people for no reason at all. There's no possibility that such arrests won't be thrown out by prosecutors or courts, or that there could be any legal or disciplinary repercussions for unjustified warrantless arrests. Sure seems more plausible than the idea that arrests happen to people who commit crimes.
