Title I schools receive funding from the federal government, which includes staff positions. 22% of the workers in my city are federal workers so the school system is also planning its own cuts.
There will probably be some cuts at some schools, but those positions are usually things like "Title 1 resource teacher" or an extra math, science, or reading specialist. They aren't typically funding classroom, ELL, or SPED positions.
Title III money from the Federal department of education goes to the states to pay for ESL services. Trump cut the related office to the bone. Currently ONE person is left in the office responsible for ESL services for the entire country. Depending on your school system funding I wouldn’t count of ESL positions as guaranteed.
