If you are running on a trail or sidewalk or something, and you come up on someone moving slowly, walking a dog, taking up the whole sidewalk, and you can't get around them, then YOU need to slow down or fully stop and wait for them to proceed. They have just as much of a right to the sidewalk as you do and the solution is right there in front of you: Stop or slow down. It's not like they're blocking the whole trail taking a nap for 30 mins. Stop, say excuse me, and get around them as you're able. Then you can keep running. If your workout is too precious for that, then go run on a track somewhere.
So it’s ok for a pedestrian to take up the whole sidewalk? Other pedestrians have to slow down or stop so the slower pedestrian doesn’t have to move to one side of the sidewalk? Do slower people have the right to the whole sidewalk? Why?
I walk for exercise. If I come up behind someone walking slower, yes I have to slow down until it's possible to pass. How is this a real question?
You can ask them to move. You can be annoyed. But you still have to stop running. Just like if your car comes up on another car parked in the road, you have to stop and not just plow into them.

Or maybe you should move your damn dog to your yard
Not everyone has a yard and even if they do, failing to walk yourr dog is borderline abusive, not to mention a recipe for creating a bored dog who does nothing but bark all day and night in the yard.

Yes, and so are many other categories of people.
One might include trolls in that list...
