Agencies who return money to the federal budget need rewards. Maybe they get to keep 25% of what they return in a rainy day fund that carries over indefinitely, and they still get most of the overage in the following year’s budget? So if an agency saves $100, they get 25$ to invest and then they get 75$ in next year’s budget. Thoughts? What would incentivize your agency to return unused funds?
