The District Department of Transportation awarded a fishy $57 million contract to Alabama-based contractor Volkert, Inc. for a road reconstruction project on a two-mile section of East Capitol Street SE. That contract raises several huge red flags!

"These allegations are hardly the most egregious that have been levied against the District government when it comes to favoritism in the contracting world. Generally, it tends to be the firms that spread the most money around to local politicians that get the best treatment."

Throw country clubs and private schools into that as well. MoCo and NW lose so much revenue due to so much of space being taken up by institutions and organizations that pay no taxes.

Agencies who return money to the federal budget need rewards. Maybe they get to keep 25% of what they return in a rainy day fund that carries over indefinitely, and they still get most of the overage in the following year’s budget? So if an agency saves $100, they get 25$ to invest and then they get 75$ in next year’s budget. Thoughts? What would incentivize your agency to return unused funds?


Or maybe they invest 25$ of the 100$ saved with no reduction in next year’s budget? Over time, agencies could build endowments that would serve to fund something that the federal government isn’t currently paying for. Within limits. No wild parties, but I bet they could think of large ticket items they need.
