I totally disagree with this. Check the forecast in Paris right now- over the next few days its 50s/60s with some chance of showers. I'm in a different part of Europe right now, but similar latitude, and it's gorgeous this week. European city breaks this time of year are great, because even if it does rain some you're inevitably going be planning museums and other indoor activities anyway. And less crowded than the summer or late spring/early fall.
