Typically about 6% of feds leave each year so this might accelerate them a bit (at a considerable cost) but isn't going to make a noticeable difference overall in most places except general chaos and distraction. But if all the psychologists at a given VA hospital, or all the staff at a little Social Security field office, or both lawyers who know some obscure provision of the internal revenue code, all happen to take the fork it will cause some localized problems.

I don't believe that at all. None of the lawyers I've talked to believe a single thing in the fork agreement. In fact, the ones who came from Biglaw all universally claim private sector law firms would have summarily fired them for drafting an agreement or FAQ like this fork garbage.

And yes I was at an agency and saw my supervisees in action.
