That leaves aside the impacts (and huge waste) of putting health programming on ice for weeks or months. Infectious disease doesn’t take a break. Death in childbirth doesn’t take a break.
The market will respond at some point. When billionaires lose $$ things will change.

But then don’t complain when other countries like China get first dibs on precious minerals and other natural resources and alliances form which exclude the US.
