It’s not just NoVA, there are a ton of fed jobs in the Newport News/Norfolk area as well.

There are more military and DOD federal employees than non-DOD civilian federal employees

What am I supposed to have faith in, where this would happen? Are all jobs done presently by federal employees able to be done by contractors? Are contractors immediately hiring? Will there be a period of unemployment where I worry about feeding my kids?
