VDOT is responsible for plowing interstates and state maintained roads. neighborhood roads are the responsibility of the county and/or HOAs (if applicable). So call your elected county officials to complain that your neighborhood hasn't been cleared.
+1 Came to say the exact same thing. Most housing developments in this area have a main stretch maintained by VDOT while the offshoots are maintained by the county. Then, for some, the community areas and parking lots are the responsibility of the HOA.

how do you see neighborhoods that aren't done? There is a done marking for a place near mine but no snow plows have touched my area WTF
ok it says the neighborhood associated with my road has been done but no plows have hit my street
