Perhaps the city should have spent a little less than $1.3B on the homeless and improved both the fire department and the criminal justice systems.

Perhaps the focus should be convincing DC residents that life has value. Others have rights. Don't steal. Don't commit crimes where the targets have legal rights to carry guns aswell and will shoot back.
