The changes that would be necessary to not pay staff during an office closure are extremely unlikely to ever pass. It's much more likely they'd simply refuse to close the offices, personnel safety be damned. And OPM can do that as they choose, already, without DOGE.

We have metrics in my office. They see if you are getting your work done whether at home or office.
