You are confusing excused absence vs chronic absenteeism. Excused absence is used to determine if you child should be allowed to make up work and could be used to determine if you the student was present enough to pass the class. Chronic Absenteeism is about the total number of absences a kid is accumulating, because excessive missed classed, even if for valid reason, still impacts a student’s ability to be successful in the course.

They could have said "Your child was absent on 3 days. This number is inclusive of any excused and/or unexcused absences"
