I send my kids outside if it’s above zero. If they get cold, they will come in. If they are outside playing, others will come out.
But yes - people around here think under fifty means it’s cold. So there will be less playing outside.
Perhaps the kids are blaming the weather but, don't want to play with op's kids? And not 'all people' think that below 50 is too cold to play!

Honestly I find both sides of this weird. Playing with kids in the neighborhood isn't childcare, but it's also not something the other kids are obligated to do if they don't want to because it's cold.
