I think the idea behind requiring RTO is that many people, including people who are hours away from a physical office, would quit and then not be replaced.

They are bound by OPM rules and the separation of powers.
My prediction is that they will realize how complicated government is, make some stupid decisions, and run into Congressional opposition when they want to cut someone's pet project.

There’s a lot they can do without the titles or power you are claiming they don’t have, though based on his last admin and moves so far I’m guessing that the people he’s choosing will fall far short of exercising the levers of govt he does have effectively towards any goals that might actually be achievable
