Do those kids consider Georgetown much? I would think most of this is that JHU is too close and Baltimore doesn’t feel like much of a new college experience vs some verdict on the school.
Baltimore is far enough from DC than Georgetown. I don't think it's the proximity that's an issue. Hopkins just has an un-fun, only pre-med vibe that students don't like.
