Their economy is suffering from high inflation- not sure I’d recommend living there at the moment.

Go to Morocco, it's very affordable. You can have a good adventure and your child can immerse in Spanish and Arabic, both helpful for global careers.

Rio may be safe, but it's neither a small town, nor Spanish speaking, so it doesn't seem like a match for OP who is looking for a Spanish speaking small town.
