The SCHEV results clearly state that the 75th percentile of last year's entering class at UVA had a 4.5, median had a 4.40 and bottom 75th percentile had a 4.2. These are facts and true for VA students competing for UVA at the better FCPS schools. This is patently incorrect [b]and depends 100% on the school your child attend. Look at your school's Naviance. I have one at UVA now and thought the other had no chance, until I looked at the high school numbers in Naviance. My kids attended a diverse DMV public HS, and you absolutely do not need a 4.0 to get in from this HS.

Goal is to be under $30k after merit aid. I don't want to spend this even, but more merit or needs based grants are probably unlikely and this is a 4 year max I think we can live through on both pay as we go and repayment loan.
The only one of these that might be under 30 K with merit aid Might be Bama. Every other one of these is going to be about 50 to 60 K oos and 35-45k With tuition and room and board in-state.
If you really want to be under 30k Tuition and room and board, in Virginia in-state you should consider gmu, cnu and maybe umw. Jmu all in is $32k. All the flagship schools will be higher
With that SAT, they don’t get much at Alabama anymore. Merit there is transparent, and has shifted up to require higher GPAs / test scores.

This. And honestly I'm really struggling with this. I feel like my kid is 'below average" because of his for real B average GPA (will be lucky to graduate with a 3.4UW), but SATs are in the 99th percentile, has taken 11 APs, and is an AP Scholar with Distinction. No one seems to know what to do with a kid like this.
