That is not expelling- it is providing an appropriate placement for a child with an IEP.

It is essentially the same when they get the child the IEP in order to remove them from a main stream classroom and send them to a different school.

DCPS can qualify you for a BES classroom based on its own assessments. So, yes, it is in the framework of emotional disturbance, but it is evidenced by violence in the classroom and does not require non-DCPS-based sign off. In reality, that means violent children can get moved to self-contained specialized classrooms if a school principal or special education lead follows the DCPS process and jumps through the appropriate hoops. Some principals are more willing to do this than others.

In practical terms, you can get a child in a DCPS ES removed from their current classroom by getting them transferred to a specialized classroom. It's really your only option. Whether it's technically expulsion is less relevant than whether it is the answer to OP's problem practically-speaking.
