Government often does things because the checklist tells them to. Somebody consulted best-practices guide with a checklist that has an entry for validating ID. Therefore, they require ID.
They didn't validate anything. You can tell them you live in the white house and they'd take your word for it

Sex offenders can't send children to school?
They can’t be on school grounds.
