Maybe she prefers this way of waking up? I wake up both my kids. My 13yo requires little more than “good morning!” and he wants his light on and he gets up. My 11 yo is like your kid and it takes 10 minutes, including hugging, back scratching (she requests these)pulling covers off (she doesn’t like this!) etc and she says she prefers it this way and wants a long slow wake-up

I don't think you should start waking her before 6:15 if she needs to get up at 6:20. Let her sleep for 15 more minutes.
