I'd order fancy pastries from one of the French pastry shops in Georgetown, or Un Je Ne Sais Quoi in Dupont.

Honestly you can make box cupcakes and slap some ganache on them and everyone will be happy. The trick is to garnish with a fun cookie or candy—an Oreo, a strawberry, gummy eyeballs, etc. even the canned icing is fine.

I agree those are my top picks. If you need costs a little lower and just want vanilla wegmans has excellent vanilla cupcakes.
