Yes, and its focus is on journalism and media, which is sorely needed in that region, and has an additional focus on serving students from "The Global South". The Northwestern Qatar campus has excellent synergy with Al Jazeera, for example, and is probably the only satellite campus anywhere that has produced Rhodes scholars.

UVA Wise is because part of UVA's mission is to help with education in SW Virginia. It is not to increase revenues. Northwestern Qatar is not at all the same. It is largely there because of the opportunity to increase revenues.
The Vanderbilt equivalent of UVA Wise would be a satellite campus in Memphis.
