Yes they are. Not as many since the pandemic but about a third by 18:years old. They are more educated in birth control and abortion than previous generations. They are also more likely to have oral sex instead.
I think everyone is talking past one another, perhaps because of focusing on different timeframes. When I went to college in the late 80s, our college orientation person said that in the US at that time, 50% of girls were sexually active prior to college. (They were trying to assure people that they were all "normal." I don't know the number now, but if you're saying its 33%, then that is much lower.
