I’m your height and as much as I dislike both the mall and Macy’s when I needed a long dress for a wedding, they had the best petites selection. Online and at the stores.

With those proportions, you need to just go to a store and try things on. Especially if you have free reign with style/color. Go to Nordstrom and find something you wouldn't mind wearing again.

Another vote for Alex Evenings.

I had good luck with JJ's House, too. Just be sure to give them very accurate measurements. My dress fit like a dream and was nicely made.

It's always available on the realreal and poshmark in a variety of colors and sizes so check there if you don't want to spend the cash for new.

That ruffle on the bottom hem is not good.

It's not a a ruffle. It's a satin strip, that gives the dress a bit of structure on the bottom.

I kept seeing women in this dress and kept noticing how flawless they looked. Multiple different women over a period of years. That's why I tracked it down. It's basically the perfect dress.

Anthropologie has an amazing line of dresses for wedding guests. Most stores carry some in stock, in the back in the fitting area. Try on to get your sizing. Then order online.

Are you local, op?

If yes, head to Secondi in Dupont Circle. They have a huge selection of interesting things to try on.

And does it HAVE to be in the maroon family? Seems like it’s a cocktail affair, so I wouldn’t wear a long, formal, off the shoulder gown. Go try things on, and be willing to pay a little extra to get altered.
