What's crappy? Best students at our school stay in-state for the most part. Then a couple go to Tulane, Vanderbilt...The rich ones.

He had incredible extracurriculars and we curated his application starting from freshman year. I had a relative that was a former admissions officer at Penn, Vanderbilt, and Duke. We knew what we were doing.

fyi now that I've worked with my niece (from a different high school) on college apps, I think the high school they go to makes a big difference. Every high school is a feeder to a different set of colleges. My other DD had a 3.7 but her high school is a strong feeder into UChicago, and she got in there.
My niece's GPA and extracurricular activities were really extraordinary, but her high school had never sent anyone to UChicago or any Ivies. They did, however, have a track record for NYU, so that helped her make a decision to ED there.
