No. Most THIRD graders are 9. Starting Oct 1 of 3rd grade is when (around here) they all start to turn 9. Only the absolute youngest kids will turn 9 in Sept of 4th grade.
Every single 4th grader who was not redshirted starts 4th grade at 9. Most 4th graders spend the first half to 3/4 of the school year at age 9. A few will have fall birthdays, but no more than 1/4 of the class.

Except for those with birthdays that fall between the first day of school and the cut off date, which in our district is all September birthdays.

8:00 doesn't seem early to me. Up until this year (my kids are 8 and 11), my kids were required to be upstairs by 8:00, in their beds by 8:30. DH and I both work full time out of the home. This is not a stay at home vs working parents thing.
