He wanted a flat tax for DC and a federal tax exemption.
Yes, and it never happened, so why would you think it will now?

If you head over to the real estate forum, everyone there believes house values will go up 20% every year forever, no matter who is in charge.

No, for the most part, the people who move into or out of government when administrations change over already live here. Trump's planning to cut government and/or move agencies out of D.C., too, so if anything, that might spur a wave of home sales in the area.
For the suburbs, but not for the city. Most feds do not actually live in DC proper.
