At least 90% of people who think they"look younger" look at least their age. This includes people who have had someone recently exclaim "Oh my goodness, we thought you were 10 years younger than that."
It's probably older people, or older than those they are complimenting, who are in denial about their own age too. They might be 55 thinking they look 45, so if you're actually 45, and look much better, then they will say you look 35, because you can't both be 45.

That said, I met a couple in their 80s at the pool this weekend (so, barely clad) and I was floored. As in, could not believe. I would've guess 60-63. So it does happen.
