Playing with water guns with friends as pool/backyard activity I take no issue with. Randomly accosting people with water guns (or water balloons or any other form of spontaneous mess) while they’re shopping is absolutely rude and shouldn’t be encouraged, although making it illegal seems over the top to me.
The game of assassin does not include shooting a water gun at a random person. Every week each player gets a new name of the person they need to hot with water and at the same time, another person will be getting their name to be shot at. If you hit them, they're out of the game and if you don't hit them in the week then you're out of the game. that's how the participant pool gets smaller each week for somebody to eventually win the pot of money.
The crazy father's daughter chose to participate in the game. It's not mandatory. So yes, she could potentially be shot with a water gun while shopping by the person who is supposed to get her. She was also targeting somebody that she needed to get that week. . Everybody who plays is a killer and a target. It really is just a large game of tag with water guns. Nothing nefarious. Yes, I think it's dumb but it certainly isn't something to get all holier than thou about and say these darn kids are ruining our country or whatever it is you guys are thinking.

As a side note, I would say in this day and age, playing any type of shooting “game” is stupid and unnecessary. It’s triggering to even read about, as someone who has a friend who was killed in a workplace shooting. It’s hard enough for kids and parents to even go to school these days. Think about Ulvade, for God’s sake. Any type of school shooting “game” is not to be tolerated.
Agree. America is such a violent country, and gun obsessed.
We buy our children expensive first person shooter games, for entertainment. Half or more of our primetime “entertainment” options are about murder (usually femicide).
We are so surrounded by it, we do not even register how pathological it is.
