DC was testing 99% everywhere (NNAT, iReady, grades ahead in math), but was not receiving any LII services until we took a more active role and complained (our 1st child and we didn't even know what was going on until late 2nd grade - blindly trusted that "we evaluate everyone" was true). COGAT was similar score, and they FINALLY let DC into the break-out sessions AFTER the cut-off for AAP packages. As result, GPRS was not great, given they had very few samples, but DC got in 1st try due to scores and is thriving in the center school.
Retroactively, no-one would even address our questions as to how the omission occurred.
Basically, AART support is highly school dependent and can be largely focused on parents who advocate for their children. YMMV, depending on the quality of teacher and support at your school.

THIS is good to hear. I feel like I have a similar story, in terms of not receiving services, yet asking for more and receiving nothing from AART. DC has good testing scores, and had subpar GBRS, but will be at a center school next year. I'm crossing my fingers and hoping they thrive just like your child.
