The scandal is that many credible reports of that bad behavior were ignored, and he was promoted despite all involved knowing about the harassment and bullying.
Then, the Washington Post launched an investigation that ultimately revealed that McKnight's office suppressed the original report showing bad behavior, suspended the investigator who had been tasked with putting together that report, lied to the Board of Education about what they knew and when they knew it, and then falsified official documentation when they got caught.
All of this happened under McKnight or was done by her directly. That's why we are still talking about this, because there was a wide-ranging conspiracy led by Dr. McKnight to protect one bad actor.
The Beidleman's things for which he was anonymously accused went on before McKnight was super. I think he was only promoted at the beginning of her term. She likely jhust followed the recommendations of the CO.

For various reasons, teachers are bullied by some administrators, and yes, including, at times, about grading. Bullying is a management technique in MCPS. It's bad for the institution and I wish administrators had to continually take management classes so they can develop appropriate skills in managing their staff.
